In
mid-1995, BLC responded to the City of Grass Valley's Request for Proposal
to Design/Build/Finance a new Police Facility on a downtown site next
to the existing City Hall. The request presented several interesting
challenges. The site had been home to many structures over the years
and had an abandoned and an existing drainage structure running under
and through it. It had an irregular shape. The building would have to
blend in with the historical downtown area. There were budget constraints.
BLC received the highest score of the five proposals submitted and was
awarded a contract to design, build and finance the new facility which
was completed in 1996. Innovative design and financing assured that
our proposal provided the most facility at the lowest cost.
The project was awarded the Gold Cities Award for outstanding design,
an award from the officers and staff of the Grass Valley Police Department
and an award for innovation and design from Star Building Systems for
outstanding use of steel construction in 1996 for the Western United
States.
